Space policy roundup – Sept.12.13 [Update]

Update: Jeff Foust is attending the AIAA SPACE 2013 conference in San Diego this week and has been posting on Twitter his notes on the presentations. Here are some of his posts today regarding comments by Jeff Bingham, who was a space policy staffer for former Senator Kay Baily Hutchison (R-TX).
