{"id":6974,"date":"2014-03-19T05:56:31","date_gmt":"2014-03-19T05:56:31","guid":{"rendered":"http:\/\/hobbyspace.com\/Blog\/?p=6974"},"modified":"2014-03-19T18:17:27","modified_gmt":"2014-03-19T18:17:27","slug":"space-policy-roundup-march-19-14","status":"publish","type":"post","link":"https:\/\/hobbyspace.com\/Blog\/?p=6974","title":{"rendered":"Space policy roundup &#8211; March.19.14 [Update]"},"content":{"rendered":"<p>NASA awards <a href=\"http:\/\/www.ulalaunch.com\" target=\"_blank\">ULA<\/a> the 2017 launch of the <a href=\"http:\/\/science.nasa.gov\/missions\/solar-orbiter\/\" target=\"_blank\">Solar Orbiter<\/a>:<\/p>\n<ul>\n<li><a href=\"http:\/\/spaceflightnow.com\/news\/n1403\/18solarorbiter\/\" target=\"_d\">Atlas 5 rocket selected for Solar Orbiter launch &#8211; Spaceflight Now<\/a><\/li>\n<li><a href=\"http:\/\/www.nasa.gov\/press\/2014\/march\/nasa-awards-launch-services-contract-for-solar-orbiter-mission\/\" target=\"_d\">NASA Awards Launch Services Contract for Solar Orbiter Mission &#8211; NASA<\/a><\/li>\n<\/ul>\n<p>NASA says:<\/p>\n<p style=\"padding-left: 30px;\"><em>The total cost for NASA to launch the Solar Orbiter is approximately $172.7 million, which includes the launch service, spacecraft processing, payload integration, tracking, data and telemetry and other launch support requirement<\/em>s.<\/p>\n<p>This number, however, does not take into account the $1B per year subsidy that DoD pays to ULA for the EELV program. With about 10 EELV flights per year, htat works out to be about $100M per flight. Sso the actual cost to the US government is around $270M for this launch.<\/p>\n<p>SpaceX&#8217;s Falcon 9 v1.1 has apparently not yet been qualified by\u00a0NASA&#8217;s <a href=\"http:\/\/www.nasa.gov\/launchservices\/#.UyjqKahdVtA\">Launch Services Program<\/a>\u00a0for their unmanned spacecraft missions. For comparison, though, a typical Falcon 9 flight for the government costs about $90M after all the bureaucratic requirements are met according to <a href=\"http:\/\/shitelonsays.com\/transcript\/senate-hearing-on-national-security-space-launch-programs-with-elon-musk-2014-03-05#quote_803860098\" target=\"_blank\">Elon Musk&#8217;s recent testimony<\/a> to Congress. So about $80M to NASA&#8217;s budget \u00a0would be saved if a F9 were used. \u00a0Doesn&#8217;t take many launches for those savings to add up to real money.<\/p>\n<p>===<\/p>\n<p>More space policy\/politics links:<\/p>\n<ul>\n<li>\u00a05 part series by\u00a0<i>Gene R.
