One of the talks was given by <a href=\"http:\/\/www.grc.nasa.gov\/WWW\/bpp\/MillisBio.html\" target=\"_blank\">Marc Millis<\/a>, who was chief of <a href=\"http:\/\/www.grc.nasa.gov\/WWW\/bpp\/index.html\" target=\"_blank\">NASA&#8217;s Breakthrough Propulsion<\/a> program, which ran from <a href=\"http:\/\/en.wikipedia.org\/wiki\/Breakthrough_Propulsion_Physics_Program\" target=\"_blank\">1996-2002<\/a>. Schemes to provide propellantless propulsion without violating conservation of momentum require some type of non-standard view of inertial frames. In his TVIW talk, he\u00a0gave an intro to this topic.
