SPACEHAB has been in talks with NASA about setting up an arrangement "that would pave the way for commercial utilization of the ISS" : SPACEHAB and NASA Cooperating on SAA for Use of ISS to Process Microgravity Products - SPACEHAB - Jan.15.08. This would involve an unfunded Space Act agreement similar to those it and some other companies have set up under the COTS program.
