A reader points me to this revealing remark from NASA Shuttle program manager Wayne Hale on Twitter:

Becoming convinced that commercial human spaceflight will require a complete culture change at NASA to be successful.

Fortunately, commercial human suborbital spaceflight can proceed with or without NASA.

If NASA can effectively collaborate with commerical crew transport, even better.
